Unable to assign Skulls 'n' Spikes. My 100 golds are gone.

I went to the customize banner section tried to assign skullsNspikes crest twice. Cost me 50 goldeeach time so 100 golds in total but still unable to assign it. Now it says insufficient gold. Visit gold store.
I'm level 17 (PS4). Very new to this game. I'm I missing something? Or just lost 100 golds because of some bug?

*I can only assign Bar & Silver Star
